The registrar, with the approval of the director may adopt and promulgate the rules and regulations he deems necessary to carry out the provisions of this article.

Allows the registrar, with the director’s approval, to adopt and promulgate rules and regulations the registrar considers necessary to carry out the provisions of the article. The authority is limited to rules serving implementation of the article and expressly depends on approval from the director.
