Notwithstanding any other provision of law, a fee paid in connection with a service or application covered by Section 7137 shall accrue to the Contractors License Fund as an earned fee and shall not be refunded.

Prohibits refunds of fees paid for services or applications covered by the referenced fee provision, notwithstanding other law. Each such fee accrues to the Contractors License Fund as an earned fee, making the payment nonrefundable once paid in connection with a covered service or application.
