The use by any person, other than the registrant of any supplies without the written consent provided in this article or the possession of supplies so marked by any junk dealer or dealer of secondhand articles is presumptive evidence of unlawful use of or traffic in such supplies.

Establishes a rebuttable evidentiary presumption of unlawful use of or traffic in marked supplies when someone other than the registrant uses them without the written consent required by this article, or when a junk dealer or secondhand-article dealer possesses the marked supplies. The rule makes those specified use or possession facts presumptive evidence rather than conclusive proof.
