The governing body of any city, county, or city and county may, pursuant to reasonable exercise of the police power, enact ordinances imposing regulations equal to or greater than those imposed by this article.

Allows the governing body of a city, county, or city and county, through a reasonable exercise of its police power, to enact ordinances regulating the subject matter of the article at a level equal to or greater than the regulations imposed by the article itself.
