A quality mark need not be applied to any article, but if a quality mark is applied to any article it shall be applied in accordance with the provisions of this article.

Allows an article to bear no quality mark at all, but requires any quality mark that is applied to comply with the article's provisions. The rule therefore makes marking optional while making statutory compliance mandatory once a mark is used, and states no deadline, monetary threshold, article-value exception, or alternative marking standard.
