Notwithstanding Section 19414.5, the board may allocate racing weeks consisting of fewer than five days to an association conducting harness or quarter horse racing meetings if the association and the organization representing the horsemen participating in the meeting agree to the allocation.

Allows the board to allocate racing weeks containing fewer than five days to an association conducting harness or quarter-horse racing meetings when the association and the organization representing participating horsemen agree to that allocation. The shorter-week authority applies notwithstanding the otherwise governing racing-week provision and requires both parties' agreement.
