If there is no police department in the municipality or district in which builders’ tools are bought or received in pledge, or from which they are shipped or otherwise transmitted, the report required by this article shall be delivered or mailed each day, except legal holidays, to the sheriff of the county.

Requires the article's builders'-tools report to be delivered or mailed each day, except legal holidays, to the county sheriff when no police department exists in the municipality or district where the tools are bought, received in pledge, shipped, or otherwise transmitted. The sheriff substitutes as the report recipient only in that stated circumstance.
