No decision of the department which has been appealed to the board and no final order of the board shall become effective during the period in which application may be made for a writ of review, as provided by Section 23090.

Notes

Bars an appealed department decision and a final appeals-board order from becoming effective during the period in which an application for a writ of review may be made. The temporary non-effectiveness lasts for the full writ-application period specified by the referenced review provision.
