“Within this State” means all territory within the boundaries of this State.

Defines “within this State” as all territory located inside the boundaries of the State. The term includes the entire territory within those boundaries and states no special geographic exclusion, jurisdictional carve-out, deadline, monetary threshold, licensing condition, or other qualification for determining whether territory is considered within the State under the division.
