The department may issue and renew on-sale beer licenses for fishing party boats on payment of the fees without regard to the provisions of Sections 23985, 23986, 23987, 23988, 24013, 24014, or 24043.

Allows the department to issue and renew on-sale beer licenses for fishing party boats upon payment of the applicable fees without applying the seven specified provisions listed in the statute. The exemption concerns those enumerated provisions and applies specifically to issuance and renewal of fishing-party-boat on-sale beer licenses.
