The provisions of this code in so far as they are substantially the same as existing statutory provisions relating to the same subject matter shall be construed as restatements and continuations thereof, and not as new enactments.

Establishes that code provisions substantially identical to preexisting statutes on the same subject are construed as restatements and continuations of those statutes rather than new enactments. The rule preserves continuity of substantially unchanged law and does not itself create a licensing requirement, deadline, fee, penalty, or exception.
