California Codes, Civil Code - CIV, Division 3 — Obligations, Part 4 — Obligations Arising from Particular Transactions, Title 15.5 — Digital Equity Bill of Rights, Section 3123

(a) This title does not create a private right of action against the state to enforce this title.

(b) This title does not create an obligation of the state to enforce the principle or policy established by this title.

Notes

Limits the title by providing that it creates neither a private right of action against the state to enforce its provisions nor an obligation requiring the state to enforce the title’s stated principle or policy. The text establishes only those two limitations and does not impose an affirmative enforcement duty on the state.
