Nothing in this chapter grants or augments any authority of a public entity which it does not possess independent of this chapter, nor diminish any power of a public entity except as expressly provided in this chapter.

Limits the commercial-rental-control chapter from changing public-entity powers except where the chapter expressly says otherwise. The chapter neither grants nor enlarges authority a public entity lacks independently, nor diminishes authority the entity otherwise possesses, except for the specific reductions or changes in governmental power expressly provided in the chapter.
