Wherever any notice or other communication is required by this code to be mailed by registered mail, the mailing of such notice or other communication by certified mail shall be deemed to be a sufficient compliance with the requirements of law.

Allows any notice or communication that this code requires to be sent by registered mail to be sent by certified mail instead, and treats that certified mailing as sufficient compliance with the legal requirement. Applies to every registered mail requirement in the code.
