No proceeding in any court of justice, in an action or special proceeding pending therein, shall be affected by a vacancy in the office of all or any of the judges or justices thereof.

Establishes that a vacancy in the office of all or any judges or justices of a court does not affect a proceeding in an action or special proceeding pending in that court. The rule preserves the proceeding despite such judicial vacancies and states no timing, monetary, party-specific, or subject-matter exception within the provision.
