Habeas corpus may not be suspended unless required by public safety in cases of rebellion or invasion.

Notes

Prohibits suspension of the writ of habeas corpus except when public safety requires suspension during rebellion or invasion. Both a qualifying event and a public-safety necessity must be present under the text before the otherwise categorical protection may lawfully be suspended.
