Authority may be provided by statute for the Governor to assign and reorganize functions among executive officers and agencies and their employees, other than elective officers and agencies administered by elective officers.

Allows a statute to authorize the Governor to assign and reorganize functions among executive officers, executive agencies, and their employees. Exempts elective officers and agencies administered by elective officers, placing those officials and agencies outside the reorganization authority that the Legislature may confer on the Governor.
