Nothing in this Article shall be construed to impair the ability of the State or of any local government to meet its obligations with respect to existing or future bonded indebtedness.

Notes

Prohibits construing the article to impair the State’s or any local government’s ability to meet obligations on existing or future bonded debt. The article therefore cannot prevent payment or performance required by either previously issued or later issued bonds, and the protection covers both governmental levels.
