Worktime of mechanics or workers on public works may not exceed eight hours a day except in wartime or extraordinary emergencies that endanger life or property. The Legislature shall provide for enforcement of this section.

Limits mechanics and other workers on public works to no more than eight working hours per day. Exempts wartime and extraordinary emergencies that endanger life or property, and requires the Legislature to provide a means of enforcing the daily-hour restriction.
