The Legislature shall not borrow revenue from the Highway Users Tax Account, or its successor, and shall not use these revenues for purposes, or in ways, other than those specifically permitted by this article.
Notes
Prohibits the Legislature from borrowing revenue held in the Highway Users Tax Account or any successor account. Also limits use of those revenues to the purposes and methods specifically permitted by the article, barring unauthorized borrowing, ends, or means of expenditure.
