Money may be drawn from the Treasury only through an appropriation made by law and upon a Controller’s duly drawn warrant.

Notes

Requires money to be drawn from the State Treasury only when a law has made an appropriation and the Controller has issued a duly drawn warrant. Both legal authorization and the Controller’s warrant must exist before treasury funds may be withdrawn.
