The provisions of this Article shall supersede all provisions of this Constitution and laws enacted thereunder in conflict therewith.
Notes
Establishes that the article overrides every conflicting provision of the California Constitution and every conflicting law enacted under it. Where any such conflict exists, the article controls; constitutional and statutory provisions remain displaced only to the extent of that inconsistency.
