U.S. Constitution, Article I — The Legislative Branch, Section 8, Clause 18

To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.

Notes

Allows Congress to make all laws necessary and proper for carrying into execution its listed powers and all other powers the Constitution vests in the federal government or in any department or officer of it. The power extends to laws that carry out the government's other granted powers.
