It is unlawful for any person to perform venipuncture, skin puncture, or arterial puncture to collect a biological specimen unless he or she is authorized to do so under this chapter, the regulations adopted thereunder, or under other provisions of law.

Prohibits any person from performing venipuncture, skin puncture, or arterial puncture to collect a biological specimen unless authorized under the chapter, regulations adopted under it, or another law. The permitted authorization may therefore come from the chapter, its regulations, or another legal provision governing the procedure.
