If any provision of this chapter, or the application thereof to any person or circumstance, is held invalid, that invalidity shall not affect other provisions or applications of this chapter which can be given effect without the invalid provision or application, and to this end, the provisions of this chapter are declared to be severable.

Establishes severability for the chapter, so a provision or application held invalid does not affect other provisions or applications that can operate without the invalid portion. The rule applies whether invalidity concerns the statutory language itself or its application to a particular person or circumstance, preserving the remainder where it can still be given effect.
