“Beer manufacturer” means any person that has facilities and equipment for the purposes of, and is engaged in, the commercial manufacture of beer.

Notes

Defines “beer manufacturer” as a person that has facilities and equipment for commercial beer manufacture and is engaged in commercially manufacturing beer. Both elements are part of the definition: the person must possess the manufacturing facilities and equipment and must actually engage in the commercial manufacture of beer, rather than satisfying only one of those conditions.
