All persons who, at the time this code goes into effect, are entitled to a certificate under any act repealed by this code, are thereby entitled to a certificate under the provisions of this code so far as the provisions of this code are applicable.

Extends entitlement to a certificate under the code to persons who, when the code took effect, were entitled to a certificate under an act repealed by the code, to the extent the code’s provisions apply. The provision preserves eligibility during the statutory transition rather than requiring a new substantive qualification.
