The military is subordinate to civil power. A standing army may not be maintained in peacetime. Soldiers may not be quartered in any house in wartime except as prescribed by law, or in peacetime without the owner’s consent.

Requires the military to remain subordinate to civil authority and prohibits maintaining a standing army during peacetime. Prohibits quartering soldiers in any home during peacetime without the owner’s consent and allows wartime quartering only when and as prescribed by law.
