This article shall take effect for the tax year beginning on July 1 following the passage of this Amendment, except Section 3 which shall become effective upon the passage of this article.

Sets the article’s effective date for most provisions as the tax year beginning July 1 after the amendment passes. Establishes an earlier effective date for the separately identified provision, which becomes operative immediately upon passage of the article rather than waiting until that next tax year.
