If any section, part, clause, or phrase hereof is for any reason held to be invalid or unconstitutional, the remaining sections shall not be affected but will remain in full force and effect.

Establishes severability for the entire measure by preserving every remaining section, part, clause, and phrase when any other portion is held invalid or unconstitutional. The ruling affects only the defective portion and leaves the balance in full force and effect.
